FLASHER OR SLASHER? FIFE OAP CLAIMS HE HAD A WEE PROBLEM

A disabled pensioner shocked his neighbours by standing at his front door exposing his penis on two separate occasions.

Douglas Keir’s defence was that he was urinating at the door because he could not make it upstairs to his toilet.

However, Keir has been convicted of similar offending previously, serving a jail term.

Keir, 68, of Pitfirrane Park, Crossford, appeared at Dunfermline Sheriff Court in a wheelchair and was convicted after a trial.

He was found guilty of a charge that on 22nd February and 27th December last year, at his home he stood in the open front doorway with his penis exposed.

A female neighbour told the court she was in a car being driven by her partner when she saw Keir standing at his front door at around 5pm “in broad daylight.”

She went on, “I was very alarmed to find he was standing in his door frame exposing himself. The front door was open and he was leaning on the frame. His flies were open and he was holding his genitals.

“I said, ‘He’s got his c*** in his hand’. He was fully exposed.

“I said, “He’s got his c*** out” and my partner said, “Dirty b******”. He said I should take a photo for evidence but when we went back to the door it was closed.

“There’s no disguising what I saw. I was very shocked and quite alarmed.”

Defence solicitor Paul Donnachie asked, “Is it possible he was urinating?”

The witness said, “It’s possible he was doing a number of things such as masturbating or urinating.”

The woman’s partner told the court, “His penis was exposed. One hundred per cent.”

He said he felt “rage” over Keir’s actions. He continued, “Maybe it was a good thing he was away by the time I got back. I don’t know what would have happened. I think I would have confronted him.”

Another neighbour told the court of another incident. He was having a phone conversation when he looked out of his window and saw Keir at his front door holding his penis at 11.30am.

He said, “His house is virtually opposite. The door was open and he was stood in the doorway then I noticed he had his penis out.

“I was trying to wrap up the phone call and when I looked back his door was closed. I know exactly what I saw. I felt uncomfortable about it and called the police. The street can be busy at school times and I felt it was not at all appropriate or correct behaviour.”

A housing support and care worker said Keir had been given bottles to urinate in if he was unable to make it upstairs to his toilet.

However, Keir had not been using the bottles and the witness said, “I think he was struggling to aim into his bottle. His penis is relatively small and he couldn’t see over his stomach, I think.”

Keir did not give evidence in his defence.

Sheriff Paul Ralph deferred sentencing for good behaviour until 1st October.

Keir is a convicted sex offender who was jailed in 2019 for a series of crimes including masturbating at a bus station and rubbing his genitals in his garden.

Two females were waiting for a bus at St Andrews station when they became suspicious of the behaviour of Keir who was walking about with a large tear in his trousers.

They saw him masturbating and reported the matter to a bus driver. Police attended and looked at CCTV. When detained and charged, Keir replied, “You’ll have to prove I did it.”

He also began stalking a care worker who was trying to help him.

In December 2019, Keir was jailed for six months and put him on the sex offenders’ register. A five-year non-harassment order to protect the stalking victim was also imposed.
